OPEN MEETING:

Chair B. Sadow opened the July 7, 2009 Planning Commission with a salute to the flag at 8:00 PM.

 

APPROVAL OF MINUTES:

A motion was made by D. Haubert, seconded by P. Hamilton, to approve the minutes of the June 2, 2009 PC meeting with the following correction: change the name Christmas to Christman. M. Kulp abstained. The motion carried 5-0-1.

Scott Mill; Van Cleef Engineering, presented for the applicant Dwayne Gross, who was not present. S. Mill reviewed the 7/1/2009 Township Engineer’s review letter and the 7/1/2009 EAC letter.

An issue was raised in the EAC letter regarding the existing septic tank that is located in the ultimate right-of-way. The general consensus is that the applicant get certification and finds a site that will perk for a replacement system and the waivers were acceptable.

 

OLD BUSINESS: Wynn – Wind Energy Letter 6/12/2009

After meeting with a wind energy systems installer, S. Baluh presented the board with answers to the Commission’s concerns. Local utilities no longer have a kilowatt output limitation. 20 kilowatts is generally the maximum facility installed in this area. Regarding the maximum height of the structures, it was suggested that 100 to 110 feet is ideal for maximum efficiency for the turbines. The general consensus is 100 feet would be the maximum for the highest element for the entire facility. There will be no kilowatt limitation in the ordinance. S. Baluh will review the ordinance revisions with Jordan Yeager and will be returning to the Commission with the revised ordinance.

 A motion was made by B. Sadow, seconded by M. Kulp to recommend conditional denial of the Hoffman Subdivision unless an extension is received before the next Board of Supervisors meeting. The motion carried 6-0-0.

 ADJOURNMENT:

A motion was made by P. Hamilton, seconded by C. Hall, to adjourn the Planning Commission meeting at 9:00 PM. The motion carried 6-0-0.
