MINUTES
REORGANIZATION January 3, 2007

ROLL CALL:

OPEN MEETING:
B. Sadow opened the first Planning Commission meeting of 2005 with a salute to the flag at 7:30 PM.
     
REORGANIZATION – 2006 Election of Officers:
Chairman and Vice Chairman:
A. Santopietro made a motion to reappoint B. Sadow as Chairman. The motion carried 6-0-1, with B. Sadow abstaining.
C. Bahnck made a motion to reappoint D. Haubert as Vice-Chairman. The motion carried 6-0-1, with D. Haubert abstaining.

Recording Secretary:
T. Keebler made a motion to appoint A. Eichlin as Recording Secretary for the Planning Commission. The motion carried 7-0-0.

Meeting Dates and Times:
It was the consensus of the Planners to hold meetings the first Tuesday of the month at 7:30PM at the Township building. The motion carried 7-0-0.

PROCEDURAL POLICIES:

  1. Plans to be submitted by 3:00 PM Tuesday to the Township three weeks prior to a Planning Commission Meeting.


2.    Engineers Review Mailed to the Planners one week prior to the Planning Commission Meeting.

3.    The Planning Commission Agenda to be set by 3:00 PM Tuesday One week
      prior to the meeting.

4.    Sketch Plans will require a request to be on the agenda and will be handled under New Business. A written or verbal request to be on the agenda must be made by 3:00 PM Tuesday – one week prior to the meeting.

5.    The Planning Commission will not act on Preliminary or Final Plans   until all reviews are received from the appropriate agencies.

  1. Notification of property owners surrounding proposed subdivisions    

One week prior to review by Planners.

B. Sadow made a motion to accept procedural policies for the 2006 Planning Commission as presented on the 2006 fax correspondence to various engineers.   

The Planners directed the Recording Secretary to send out procedural letters
to the appropriate parties and advertise the Planning meetings for 2007.

APPROVE MINUTES:
A motion was made by A. Santopietro, seconded by T. Keebler, to approve the December 5, 2006 minutes as presented. The motion carried 6-0-1, with R. Balbirer abstaining. He did not attend the meeting.

OLD BUSINESS:      

Proposed Amendment to Nockamixon Township

Rezoning – Bucksville, Ferndale & Kintnersville

Update – Public Hearing Date
A. Eichlin commented that the Public Hearing for the proposed amendment to Nockamixon Township Rezoning will be held on February 27, 2007 at 7:00PM at the PALMS auditorium. The Planners suggested that L. Bush, K. Kern and her replacement at B.C.P.C. be invited to attend.

PUBLIC COMMENT:
-M. Shea and L. Emerson, owners of property located at 4147 Durham Road, TMP# 30-11-74, commented that they have a potential buyer who has a contracting business and requested that it remain Village Center. There is a proposed amendment to the Zoning Ordinance to rezone to Residential. Since the Township Engineer, S. Baluh, was not in attendance, the Planners asked the Secretary to contact him about the submission of plans prior to the enactment of the proposed ordinance.
- T. Stone, Gallows Run Watershed Association (GRWA), updated the Planners on their current projects. He noted that the GRWA has recently mailed out a newsletter. The Gallows Run Flood Plain project, which includes the American Grill site and Canal Towpath received State Funding for a feasibility study. They would like to make this area a recreation site. They also applied for a Growing Greener Grant, but were denied. He wanted to know if the Township set aside funds and/or has a plan to improve stormwater problems. The areas discussed included the State (SR611) and Township Roads. The Planners suggested that the Board of Supervisors or the Township Road Department be contacted when problems occur. Correspondence has been sent by S. Baluh to PennDOT addressing water runoff problems.

A motion was made by R. Balbirer, second by A. Santopietro, that the Board of Supervisors accept extensions from both Sal Lapio Homes (Harrow Manor) and Benedict Subdivision, if requested. The motion carried 7-0-0.

ADJOURNMENT:
A motion was made by A. Santopietro, seconded by T. Keebler, to adjourn the Planning Commission Reorganization Meeting at 8:05PM. The motion carried 7-0-0
