Reorganization Meeting
January 4, 2006

OPEN MEETING:
B. Sadow opened the first Planning Commission meeting of 2005 with a salute to the flag at 7:35 PM . He introduced two new members of the Planning Commission, Thomas Keebler and Albert Santopietro.
REORGANIZATION – 2006 Election of Officers:
Chairman and Vice Chairman:
R. Balbirer made a motion to appoint B. Sadow as Chairman. The motion carried 6-0-1, with B. Sadow abstaining.
A. Santopietro made a motion to appoint D. Haubert as Vice-Chairman. The motion carried 6-0-1, with D. Haubert abstaining.
Recording Secretary:
R. Balbirer made a motion to appoint A. Eichlin as Recording Secretary for the Planning Commission. The motion carried 7-0-0.
Meeting Dates and Times:
Mark Kulp made a motion to have meetings the first Tuesday of the month 7:30PM at the Township building. Motion carried 7-0-0.
PROCEDURAL POLICIES:
1. Plans to be submitted by 3:00 PM Tuesday to the Township three weeks prior to a Planning Commission Meeting.
2. Engineers Review Mailed to the Planners one week prior to the Planning Commission Meeting.
3. The Planning Commission Agenda to be set by 3:00 PM Tuesday One week prior to the meeting.
4. Sketch Plans will require a request to be on the agenda and will be handled under New Business. A written or verbal request to be on the agenda must be made by 3:00 PM Tuesday – one week prior to the meeting.
5. The Planning Commission will not act on Preliminary or Final Plans until all reviews are received from the appropriate agencies.
6. Notification of property owners surrounding proposed subdivisions One week prior to review by Planners .
R. Balbirer made a motion to accept procedural policies for the 2006 Planning Commission as presented on the 2005 fax correspondence to various engineers.
In addition Committee reports/reviews, and ancillary reports are to be received two weeks prior to Planning meetings at the Township office. This is a SALDO requirement. The motion carried 7-0-0. The Planners directed the Recording Secretary to advertise the Planning meetings for 2006 and to send procedural letters to the appropriate parties.
APPROVE MINUTES:
A motion was made by R. Balbirer, seconded by C. Bahnck, to approve the December 6, 2005 minutes as presented. The motion carried 5-0-2, with T. Keebler and A. Santopietro abstaining. They were not on the Planning Commission.
SUBDIVISIONS: William Glazier, Revised Preliminary

M. Jonas, attorney, and Bill McNaney of Van Cleef Engineering represented the applicant and presented the revised plans. This is a nine lot subdivision on a 50.7 acre parcel. Pursuant to a court order dated July 28, 2005 , a Stipulation for remand has been approved. This granted the applicant six months from the date of court approval to revise and resubmit the plan for review by the Township and applicable agencies. They are seeking preliminary plan approval from the Planners . M. Jonas and the Planners reviewed the Wynn Associates letter of December 27, 2005.
1. Information: all references for future development of additional building lots have been removed from the plan. When asked if the applicant would consider deed restrictions of the lots, the reply was negative.
2. The applicant is seeking comments from the Planners with regard to fee in-lieu-of for open space. The consensus of the Planners was that this will be addressed at the Board of Supervisors meeting.
3. Will Comply: The applicant commented that since this subdivision is less than 10 lots, no Water Impact Study is required. S. Baluh commented that since the lots are not being considered for deed restriction (Lots #1 & #9), the Township should require this study. This plan has the potential for 10+ lots. The Planners commented that this will be a condition.
4. Will Address at a Later Time: the Wetland Report has been submitted to the A.C. of Engineers for a Jurisdictional Determination.
5. Submitted: A Narrative Summary and E & C Impact Study have been forwarded to the Township Environmental Consultant and the EAC. They are awaiting comments.
6. Lot Configuration: Township should determine if proposed lot configuration is satisfactory.
7. Can Accommodate: An island design, with ground cover, is recommended for the cul-de-sac which would be maintained by a nearby lot-owner. A snow easement was suggested along with a specified area for gang mail boxes. Post office should be contacted for placement of boxes as well as the street name.
8. Revised: Applicant proposes a 28’ wide cartway with curb and sidewalk on one side, and requested a partial waiver. The Planners suggested the installation of Belgian Block.
9, 10 A thru D, 11, 12 Will Comply: Detailed PennDOT Highway Occupancy Permit to be submitted to Township; applicant will address comments regarding stormwater management design. (10A)Township will enter into a declaration of covenant, easement and restrictions with lot owner; written approval is expected from BCCD for proposed erosion and sedimentation control measures during earthmoving. Awaiting comments from the servicing fire company.
13, 14 Will Comply: Will submit complete Sewage Facilities Planning Module – Lots #1,4,7,&8 need additional testing; install property outboundary monumentation.
15. Requested Input: Township is only seeking a light at the intersection with Center Hill Road . Leave driveway lights to residents.
16. Will Comply: Offer ultimate right-of-way of Center Hill Road and proposed cul-de-sac for dedication to Township.
17. Driveway: Offered an existing driveway as an emergency access road. Planners declined.
18. Street Name: “Prime Court” -- subject to approval by the Township.
19, 20 A thru O. Will Comply: All items will be addressed by the applicant.
R. Balbirer questioned if the applicant could explore the possibility of a pond in the wetland basins for emergency management. This will be discussed during the final submittal. Since there are so many items that need to be addressed, the Planners took no action on this Plan. S. Baluh suggested that the Planners recommend to the Board that they grant a six month extension for this plan. A motion was made by R. Balbirer, seconded by C. Bahnck, to recommend to the BOS that a three month extension be granted for the William Glazier preliminary plan. The motion carried 7-0-0.
NEW BUSINESS: Palisades High School

Stadium/Track Improvements

S. Baluh explained that the High School is planning to make additional renovations to the football/track stadium. They will install an all-weather track with two additional lanes and new turf field. They have submitted paperwork to the Zoning Officer for a zoning variance to relocate the bleachers within the fenced area. There are no buildings proposed. Therefore, land development approval is not necessary. One of the concerns of the Planners is water that is currently draining onto the softball fields. Should any building be proposed, stormwater issues would be addressed at that time. The Planners had no issues with the proposal.
OLD BUSINESS:Revisions to Proposed Amendment to Zoning Ordinance Recovery of Subsurface Oil and Gas Deposits.
S. Baluh commented that an updated version of this ordinance will be available shortly, and placed on the February Planning Commission Agenda. The Planners tabled.

-R. Balbirer commented on new PADEP rules that will impact residents who own large numbers of livestock and chickens. It was the consensus of the Planners to have the Planning Secretary obtain the new information and to request that a representative of the DEP give a presentation to the Planners and/or the Board of Supervisors with regard to these regulations.
-C. McClosky wanted to know if the Township has any blasting regulations with regard to construction of homes. S. Baluh commented that a company considering blasting operations is to contact the Township Zoning Officer with information including; a blasting license; insurance certificate; and a permit for each site. They must also meet State requirements. Language can be included in the development agreement addressing this issue.
-C. Bahnck voiced his concern with regard to the current depth of the Quarry. Wants to know if they can be required to quarry wider instead of deeper. This would have less affect on the aquifer and wells in the surrounding area. S. Baluh commented that most of the water that they are pumping is surface water. The Quarries concern is the level that their sump pit is located and where wells may be impacted. The monitoring wells are at the fourth level. DEP has been called in for a preliminary water study of the area. No action will be taken at this time.

A motion was made by A. Santopietro, seconded by C. Bahnck, to adjourn the Planning Commission Reorganization Meeting at 8:50PM .
