MINUTES OF NOCKAMIXON TOWNSHIP
BOARD OF SUPERVISORS

August 1, 2005

A special meeting of the Nockamixon Township Board of Supervisors was held on Monday August 1, 2005 in the Township building in Ferndale , PA. Chairman J. Litzenberger opened the meeting at 7:00 PM with a salute to the flag. Other members present were Vice Chairman K. Gross and Supervisor H. Gawronski. B. Keyser arrived at 7:02 PM during the discussion of the tar and chip contract. A. Santopietro was not in attendance. Solicitor, T.J. Walsh was also present.

 

OLD BUSINESS:

A. Awarding of the Tar & Chip Contract

At the July 19, 2005 regular scheduled meeting of the Board of Supervisors, a motion was made to award the seal coat bid to Dosch-King Emulsions, Inc. for 70,632 square yards plus or minus of double application bituminous seal coat with E-3M at a unit price of $1.62 sq.yd., a total price of $114,423.84. Work to be completed by September 1, 2005. This motion was conditioned upon an investigation to confirm that all bidders met the requirements and are the lowest responsible bidder. The Board is satisfying this condition with this special meeting tonight which was advertised in The Intelligencer on July 29, 2005 . A motion was made by K. Gross, seconded by H. Gawronski, to rescind the Dosch-King Emulsions, Inc. award of the bid for tar and chip made at the July 19, 2005 Board of Supervisors meeting after an investigation into the qualifications of this bidder and they have proved to fail. Under discussion T.J. commented that he had been directed to investigate and found that as of May 26, 2005 Dosch-King is debarred for the next five years from any PennDOT contracts for any state highway construction and state funded contracts. K. Gross added that one of the bid requirements was to meet with the Township Road Master, which Dosch-King failed to do.

C. Gorman asked the Board to consider extending the timeframe for completion of the road work to PennDOT specifications. The motion carried 4-0-0.

 

T.J. commented that the other bidders have been investigated and are pre-qualified under PennDOT regulations. The Board reviewed the following two bids that were received July 19, 2005 :

Gorman Bros. $1.75 sq.yd. $ 123,606.00

Asphalt Industries, Inc. $2.05 sq.yd. $ 144,795.00

 

A motion was made by K. Gross, seconded by H. Gawronski, to award the seal coat bid to Gorman Bros., Chalfont , PA. for 70,632 sq.yds. plus or minus of double application bituminous seal coat with E-3M at a unit price of $1.75 sq.yd for a total price of $123,606.00. Nockamixon Township reserves the right to add or delete roadways proposed. Work must be completed by September 1, 2005. Ken amended the date of completion to September 30, 2005 , subject to discretion of the Road Master. K. Gross clarified that Gorman Bros. is no relation to the Secretary/Treasurer, Cathy Gorman. The motion carried 4-0-0.

 

PUBLIC COMMENT: There was no public comment.

 

A motion was made by K. Gross, seconded by H. Gawronski, to adjourn the Special Meeting of the Board of Supervisors at 7:09 PM. The motion carried 4-0-0.
