WORK SESSION MINUTES

MONDAY, JANUARY 21, 2008

Chairman B. Sadow called the Work Session to order at 7:40PM with a salute to the Flag. Members present were Vice-Chairman D. Haubert, members M. Kulp, C. Bahnck and T. Keebler, P. Hamilton and A. Schad. Supervisors present: Chair N. Janyszeski, and Supervisors B. Keyser and A. Santopietro. Supervisors absent: Vice-Chairman J. Litzenberger, and Supervisor H. Gawronski. Also in attendance: Secretary, A. Eichlin, and Township Engineer, S. Baluh.

A motion was made by T. Keebler, seconded by B. Sadow, to approve the November 12, 2007 Joint Work Session minutes as presented.The motion carried.

The members and S. Baluh reviewed the revisions to the proposed Well Water Ordinance which included the expansion of background information and the addition of references and consultants; the acreage, and the number of gallons per day used by households. S. Baluh commented that requirements should be kept reasonable. – Add Net Site Acreage Reduction to the index page between #28 and #29. Definition #42 – revise to read 30% and 150 gallons per day gpd (was 20% and 100 gpd). Sect. 228-3 Paragraph C: remove reference to projected water use of 1,000 gpd. It was the consensus of the Planners to exempt minor subdivisions. Section 228-5 – add statement to well permit application “establish financial security” based on provision in Sect. 228-6. Sect. 228-12 any applicant’s final well(s) in a major subdivision. Sect. 228-14 Exemptions: #1. add: using a closed loop system or net zero water withdrawal. After a lengthy discussion it was the consensus of the Planner to remove #4. Sect. 228-16 Class III applicant, #5 include: ‘reported latitude/longitude (NAD-83). #14 include: ‘wetlands’. Sect. #228-18 – increase approval/disapproval of well from 30 to 45 days. Sect. #228-21 B1. Consensus of the Members to change minimum yield to 3 gallons per minute. Class III Applicant Aquifer Test -- #10 & #11 – change to “reduce to 2,500 ft” currently has 5,000 ft. - #8 add the term ‘Cone of Depression’ and to definitions. S. Donovan discussed chemical characteristics of alkanes and alkenes and requested that it be increased to 5.0 micrograms/L (ppd). Also delete PCE and TCE. Sect. 228-24 add the distance from a riparian buffer (75 ft) and water courses as required by the zoning ordinance.

-A. Santopietro invited the Planners to attend a joint work session to be held with the EAC on Wednesday, February 6, 2008 at 7:30 PM to discuss committee procedures.

-S. Baluh commented that corrections and additions will be ready for the February Planning meeting. In addition changes should be made to the accompanying Subdivision ordinance.

The Members discussed a meeting to review the Flexible Development Ordinance. No date was set at this time. S. Baluh commented that the Planners can request information in writing from anyone who wants to discuss this ordinance.

A motion was made by M. Kulp, seconded by P. Hamilton, to adjourn the meeting at 10:02 PM. The motion carried 10-0-0.
