NOCKAMIXON TOWNSHIP OPEN SPACE COMMITTEE

PROCEDURES AND MEMBER GUIDE

ARTICLE I. NAME

101. This Committee is known as the Nockamixon Township Open Space Committee (referred to as the OSC). The committee was organized by the Nockamixon Township Board of Supervisors (referred to as the Board) and exists as an open space committee pursuant to Resolution March 17, 2004. 

 

ARTICLE II. PURPOSE

  • Assist the Board to fulfill the Open Space Committee’s mission statement:

To plan to protect, preserve and enhance the important lands that make Nockamixon special. 

  • Serve as advisory committee to the Board, the Planning Commission and the citizens of Nockamixon Township. 

 

  • Review all major subdivisions and land development plans in accordance with Section 196-306 of the Subdivision Land Development Ordinance as may be amended.  

 

ARTICLE III. MEMBERSHIP

301. The Committee consists of a minimum of ten and no more than fifteen voting members who shall be taxpayers of Nockamixon Township. Each member shall have one vote. 

302. Member appointments are the sole prerogative of the Board and individuals may be selected for appointment from the Committee’s recommendation or from other sources.

303. Committee membership recommendations should be made after careful consideration since the Committee will only be as good as its members. Listed below are some qualities that individuals should possess to be considered for membership: 

1. Strong commitment to helping the Committee.

2. Sensitivity to residents of the community and their needs.

3. Good judgment, intelligence and an ability to work well and get along with others.

4. Ability to inspire the confidence, respect and support of the community.

5. Time available to be an active partner helping the Committee with assignments.

6. Possess interests regarding land, land development, natural resources, community development, water resources and infrastructure.

304. Members serve three (3) year terms, which shall conclude on December 31st of their third year and shall be initially staggered into one (1), two (2) and three (3) years. 

305. All persons appointed shall serve their full term unless they voluntarily resign or are removed by the Board for disqualification or non-attendance at meetings. 

306. Vacancies shall be filled in the same manner as original appointments except the term of membership is restricted to the unexpired term of the member being replaced. 

  • Committee members are volunteers who serve without monetary compensation. Members may be reimbursed for expenses incurred because of participation in conferences and workshops as approved by the Board.

 

ARTICLE IV. OFFICERS

401. The officers of this Committee shall be Co-Chairmen and Secretary. The Officers shall be elected at the Committee re-organization meeting in January to serve for one year or until a successor shall be elected. Vacancies in office shall be filled at the next meeting by special election.

1. Co-Chairmen. The Co-Chairmen shall preside at all meetings and perform all such duties as usually handled by a Chairman, except when such duties are properly delegated. 

  • Secretary. The Secretary shall perform the usual duties pertaining to the office. The Secretary shall keep or cause to be kept a full and true permanent record of all meetings of the Committee. The Secretary shall also attend to all correspondence required by the Committee.

 

ARTICLE V. MEETINGS

501. Regular meetings shall be held the fourth Monday of each month unless otherwise agreed to by the Committee.

502. Special meetings may be called by the Committee , Co-Chairmen or a majority of the Committee

503. Regular Committee meetings will be held at the Nockamixon Township Building

  • Meetings will convene at 7:00 P.M. unless agreed to by the Committee.

505. The first regular meeting in January of each year is the organizational meeting. The purpose of this meeting is to elect officers, review the annual report and other business.

506. Committee action requires the concurrence of a majority of voting members attending a properly convened meeting. A quorum consists of a simple majority of active members. The Committee is not required to take action on any matter that was not specifically listed on the Agenda.

507. All meetings are open to the public

 

ARTICLE VI. CONFORMANCE WITH LAWS, ORDINANCES RULES AND REGULATIONS.

601. The Committee shall at all times comply with all laws, ordinances, rules, policies and regulations as they may be adopted from time to time governing the Committee.
