OPEN SPACE COMMITTEE REPORT

Administrative

• OSC Meeting held 2/23/09 at the Township Building with a Quorum Present

• Minutes of the February 23 rd meeting were approved.

Items requiring action by BOS or others

• Major subdivision review by OSC . BOS liaison N. Janyszeski said OSC should get copies of the Engineer’s monthly report in order to track developments. She offered to send those reports to OSC Secretary, R. Hansen, who will alert OSC monitors about upcoming discussion at Planning Commission. Status requested.
  
• County Funds : Natural Areas Program – Match Grant Funds available and competitive with all. Next application deadline May 1, 2009
  
• A proposal is being prepared for May submission.
• C. Alessi and Laura Baird of the Heritage Conservancy presented proposals for match funding easement grants for Nockamixon on February 3rd. A favorable decision was made by the Review Board on one project in February and another in March. Both have been approved by the County Commissioners. Next Steps continue.

• Natural Areas Program Application Packages – Request BOS approval for amount not to exceed $150.

Application requirement includes submission of 15 bound packages of the application and information.

New OSC Business

• County Natural Areas inventory to be updated. Request for properties or areas of interest to be submitted to the County for consideration.
• Upper Bucks Open Space Fest to be hosted by Nockamixon Open Space Committee in planning process. Goal: To provide an opportunity for Upper Bucks municipal open space committees, township officials and conservancies to congregate informally and share information.
• Outreach to public and landowners: A committee was appointed to study 2009 ideas. OSC is forwarding information for posting on the Township website to educate and publicize open space opportunities.
• Update to Open Space Easement Package . OSC list of appraisers was last updated August 8, 2008. The list of attorneys and surveyors that applicants may consult for advice on easements under review for appropriate update.

Ongoing OSC Business

• Meet with interested landowners and follow the Open Space process.
• Meet with County/Conservancy/ Funding sources as appropriate.
• Update to the 2001 Nockamixon Opens Space Plan presented to Bucks County Open Space Review Board on February 3rd and considered a supplement to the 2001 Open Space Plan.
• OSC provided comments to Planners and awaits status of reviews of Flexible Development Ordinance.
• Major Subdivision OSC Reviews: OSC teams assigned to monitor each application.

• OSC Initiatives for 2009 including reviewing financing options for preservation; educating landowners on land stewardship; development of monitoring of township conservation

easements; inclusion of open space preservation materials on township website.

• Attend OSC related township meetings.

The next OSC meeting will be held on Monday, April 27, 2008 at 7:00 PM in the township building.
