Call to order 7:30 PM; minute preparation agreed upon.

 

ADMINISTRATIVE

 

  • Minutes prepared by T. Fritz of the March 12, 2009 meeting approved as amended. Motion by S. Mendelson, second by T. Fritz.

 

BUSINESS

 

  • Discussion of the joint meeting scheduled for May with The Open Space Committee
  • Act 537 – The update of the Act 537 ordinance is due to be voted on in the September / October timeframe.
  • Educational Seminar Program for Riparian Buffers – We continue to review Journal articles from P-Hydro, EAC members encouraged to write outlines to be used in conjunction with a public presentation by Mark Gallagher.
  • Water Usage Study at the Palisades High School – S. Donovan of the BNT Groundwater Committee updated the EAC about the issues and current water levels. When the BNT GWMC is in receipt of letters from the supervisors of the three townships to allow the BNT GWMC to invite non-residential users to have their well pumps measured, the invitation letters will be sent out to all businesses.
  • Preparation for Community Day – Since P. Keyser was absent, discussion was postponed.
  • Wind Energy Systems Zoning Ordinance. Will be on the Planning Committee’s agenda for May 5, 2009 PC meeting
  • EAC Initiatives for 2009 –
    • Welcome brochure
    • Promotion of LEED and environmental friendly development
    • Tour of the dump sites
    • At a future meeting we will focus on a review the EAC ordinance and see if there are any needed additions and modifications.
    • Recommend available grants that are appropriate for the township
  • New items –
    • Bridges at Ferndale, there are environmental concerns such as the erosion of the stream bank and water on the road.
    • EAC Summit on May 20 th, where S. Mendelson will try to bring groundwater to their attention.

    TMP 30-11-30-7 and partial 30-11-30-3 Plan Rte. 412. 11.768 Acres,6 Buildings with 6 Units each for 36 dwelling units. EAC & P-Hydro report issued 5/19/08. Action req’d by 4/30/09 – BOS approved 2/18/09 (J. Petersen will send a letter to S. Baluh restating the outstanding EAC concerns)

 

  • DiPalantino Land Development

Easton Rd (Route 611) TMP #30-11-83; 1.829 Acres, 1 Lot.

Site visit 2/9/08- EAC and PHydro report submitted 2/20/08. Revised plan submitted

5/13/08. EAC revised report submitted 5/31/08. PC app’d 9/2/08. Further revised plan submitted

2/5/09 EAC and PHydro report submitted 3/13/09

Marienstein Rd TMP 30-11-164-5, 30-11-164-2, and 30-11-164-3; 20.179 Acres; 5 Lot Residential Subdivision

Site visit 3/22/08. EAC and PHydro report submitted 4/7/08, 9/11/08. Making progress but awaiting info. Action required by 5/30/09.

 

  • Jesiolowski Subdivision

Quarry Rd. TMP 30-15-11-4; 14.298 Acres, 2 Lot (1new 3.442 acres)’ Residential Subdivision

Site visit 4/28/08 EAC review letter and PHydro report submitted 5/30/08. Reviewed by the Planning Commission which did not approve the plan.

 

Morton Subdivision Lonely Cottage Road TMP 30-11-5; 19.39 Acres; 3 Lot Residential Subdivision

  • Site visit dated May 14, 2008. EAC review letter issued 6/17/08. PHydro letter dated 6/7/08. Action required by 1/3/09. Waiting for reply to EAC and PHydro concerns.

 

  • Gouck 2 lot subdivision – Site visit held 1/24/09. EAC review submitted 1/29/09, reviewed at 2/3/09 PC Mtg, plans to be revised.

 

  • Smeland Lot Line Change – EAC comments provided 2/24/09, action by 6/1/09.

 

  • Cobbler – EAC review issued 4/30/07 – new 3 lot subdivision preliminary plan(incomplete) reviewed at 3/3/09 PC mtg, awaiting revised/complete preliminary plans, indefinite delay granted 6/7/07.

 

 

EAC report for BOS meeting – will be prepared by J. Petersen

 

The meeting was adjourned at 8:45 PM, Motion by S. Mendelson, second by T. Fritz and was unanimous.
