Nockamixon Township Board of Supervisors Work Session Meeting

The Nockamixon Township Board of Supervisors work session meeting, which was advertised in January 2010, was opened at 7:30 P.M. on Thursday, March 25, 2010 by Chairperson Nancy Janyszeski. In attendance were Vice Chairman Bruce Keyser, Supervisors Carl Bahnck and Albert Santopietro. Also in attendance was Keith DeLuca, Township Treasurer; Neil Jesiolowski, Historic Commission and Dave Haubert, Park & Recreation Board. Supervisor Bill Sadow was absent.

 

After the Pledge of Allegiance was led by Chairperson Janyszeski, she recognized members of the Township Committees in attendance.

 

Chairperson Janyszeski opened the meeting with a discussion on the Gorham Property. At the conclusion of the discussion, the board would like a clear course on what we want to do with the property, a plan and what is the first step that needs to be taken, she notes that this is in the preliminary stages, and at the end of the meeting to have a better understanding on what direction the Township wants to take. She would like input from the Township Committees, particularly the Historic Committee and the Recreation Committee. The options are; tear down the entire house and keep the barn, tear down the old part of the house and keep the newer addition, and to restore the barn. Also how does the Township fund this, volunteers, grants? The first step is to get some contractors to look at the structures to see if this is feasible. A motion was made by Supervisor Keyser and seconded by Supervisor Bahnck to demolish the old house but keeping the workshop/studio section. The motion carries 3-1-0 with Supervisor Santopietro voting nay. A motion was made by Chairperson Janyszeski and seconded by Supervisor Keyser to get three builder assessments on the demolition of the old building and input of the usability of the addition as it relates to water, septic and heat. The motion carries 3-1-0 with Supervisor Santopietro voting nay. Chairperson Janyszeski will direct the road crew to place statues from the house into the container at the Township Building. There was a consensus of the board to allow the Historic Commission to perform an inventory of the contents of the Gorham Property.

 

The Treasurer presents the board with estimates from four vendors to replace the existing township building HVAC system. The Supervisors would like to see a cost comparison between a heat pump system and a conventional oil heater and air conditioning system.

 

The Treasurer continues conversation from the March Board of Supervisors meeting in reference to the management of township documents. Chairperson Janyszeski would like to revisit this at the June Board of Supervisors meeting. The supervisors direct the Treasurer to inquire into the purchase of a scanner.

 

A motion was made by Chairperson Janyszeski to charge $25.00 for a copy of the Nockamixon Township Code of Ordinances CD seconded by Supervisor Bahnck. The motion carries 4-0-0.

 

 

 

 

Chairperson Janyszeski updated the Board on a report by Matt Mulhall of M2 Associates that was performed in 2007. There is a copy of the report that was located by Arlene at the township building and Jordan also has a copy that he found in the files sent over from Clemens office.

 

The Board directs Treasurer to inquire as to the extent of legal services the PSATS Township Legal Defense Partnership provides for Nockamixon Township.

 

A motion was made by Supervisor Santopietro and seconded by Supervisor Keyser for an additional $300.00 to be spent on paint for the Township building interior. The motion carries 4-0-0.

 

The Board directs the Treasurer to get three estimates to replace the existing carpeting in the Township building. Office only, meeting room only and for all rooms.

 

Discussion – It has been determined that whenever any submissions are being reviewed by the Planning Commission and the EAC it should be considered as confidential and property of the Township Board of Supervisors, Planning Commission and EAC, and not to be shared with other committees or groups until it is made public by the Board of Supervisors.

 

A motion was made by Supervisor Santopietro and seconded by Supervisor Keyser to allow the Treasurer to sign, as representative for the Township, the contract between Nockamixon Township and PennBid to provide the township with a service to electronically solicit bids online. The motion carries 4-0-0.

 

The Board rejects a request from Gladeck-McGill, a government relations firm, for funding to represent Nockamixon Township as governmental counsel in legislative and other governmental matters, in particular House Bill 1500.

 

A motion was made by Supervisor Keyser and seconded by Supervisor Santopietro to allow the PCF 5K Challenge the use of Nockamixon Township roads for the Fourth Annual PCF 5K Challenge on May 1, 2010. The motion carries 4-0-0.

 

A motion was made to adjourn meeting at 9:30 PM by Chairperson Janyszeski and seconded by Supervisor Santopietro. The motion carries 4-0-0.
